The state of MO is modifying the definition of what constitutes “waters of the state” which is dangerous proposition that will leave small streams and aquifers unprotected. I signed a petition, and I hope I can travel to Jefferson City this month to speak to legislators. The new proposal (HB 1691) will require that flowing rivers, lakes, and ponds have a continuous surface connecting to a permanent body of water. This does not happen in drought periods.
